An unusually moist air mass over the Central Plains and a stationary front aligned just south of Interstate-90 provided the ingredients for a major rain storm and significant flooding over southeast Minnesota and west-central Wisconsin. Thunderstorms first moved in during the late afternoon on Wednesday, September 22 over southeast Minnesota and moved east into Wisconsin, mainly near the I-90 corridor and north, by early evening. This rain strengthened the stationary front over the area, locking in the trigger for prolonged rain and thunderstorms Wednesday night. By morning, a band of 4 to 8 inches of rain had fallen with many reports of flooding. Rain continued Thursday, and began to lighten through the day. However, river levels rocketed upward with record or near record crests on the Zumbro, Black, and Trempealeau Rivers.
