Combination of strong winds, dry conditions and above normal temperatures will result in elevated to critical fire weather concerns for the Southern Plains and portions of Southern California. A nearly stationary area of low pressure sat across the Plains on May 19, 2013 while a strong and persistent fetch of moist air was funneled northward into the Upper Mississippi River Valley. After some morning rain, skies cleared allowing for rapid destabilization of the atmosphere. The region was primed for strong to severe thunderstorms, just needing a focus for development. This focus would come in several forms, some large and some very small - making it challenging to predict where storms would develop and how they would move.

Surface boundaries (some left over from previous thunderstorms) and a couple upper air disturbances combined for several rounds of strong to severe thunderstorms from late afternoon through the evening hours. Initially, tornadoes and large hail were the threats, but storms evolved into bowing segments with swaths of wind damage as the evening wore on.  

Heavy, persistent rain centered around a nearly stationary surface boundary over southeast Minnesota and northeast Iowa resulted in significant rainfall (upwards of 5 inches in Mitchell county, IA). With soil soaked from rainfall days before, the downpours resulted in widespread flooding, most significant across Mitchell country. Roads were closed, fields flooded, and rivers and streams out of their banks. The Cedar River at Charles City was put into major flood.
