County codes are of the format PSSCCC, whereby:

"P" can be used to indicate up to one-ninth of a county. However, this will not be used in Michigan, and "P" will have a value of "0" (zero).
"SS" is the state code, which is "26" for Michigan.
"CCC" is the county code, which is unique to each county in Michigan.
