Heavy Rainfall in South Texas; Pacific Storm Moves into the Pacific Northwest

Thunderstorms may bring heavy to excessive rainfall and the potential for flooding over South Texas late Wednesday through Friday. The last "chilling" Halloween was in 2019. A rare October arctic snow and freeze had settled in across eastern Colorado, with temperatures dipping to a record low of -6 degrees early in the morning. Though a temperature swing of 42 degrees took place through the day, highs only warmed into the 30s, quickly dropping after sunset. In addition, snowfall from the previous 3 days remained on the ground. Prior to 2019, the day started out at a balmy 23 degrees in 2002, with ice covered roads making travel hazardous. The day did not fare much better, with cloudy skies keeping the weather cold and only 6 degrees of warming taking place through the daylight hours. That evening a cold freezing drizzle blanketed the area, making for a slippery trek across the neighborhood. In 1991, there was 7 inches of snow on the ground at 5 am that morning, with an additional 3.2 inches falling that day.  The mercury rose to a high of only 34 degrees, while the low dipped to the second coldest recorded on Halloween of 14 degrees.
