Charter
for
RFC River Forecast Verification
Vision: To improve
the national RFC river forecast verification program through the
development and sharing of new RFC developed verification methods.
Mission: Define
training required and provide resources to develop a library of
common functions needed to develop local applications to support
the national RFC river forecast verification program.
Goal: Provide
a library of common verification functions to RFCs to be used in
local verification development.
Scope and Authority:
Recommendations must be realistic
Analysis must be objective and unbiased
Decisions based on majority agreement
Staff time and any necessary travel expenses will be covered by
the team members' organization.
Termination Date:
The team will be formed in January, 2001 and commence activities
immediately. It will remain assembled through September, 2001. A
subsequent team will be formed to evaluate the local verification
methods for possible inclusion in the national program.
Success Criteria:
Recommend the list of training needed by RFC developers to allow
them to develop new verification methods that can easily be shared
among RFCs by February 15, 2001. As much as possible, training will
be provided at the RFC River Forecast Verification workshop to be
held Feb 27-28, 2001.
Produce a list of common
functions that would be needed for local verification development
by April 15, 2001.
Develop and document
the library of common functions by July 15, 2001.
Team Membership: The team will be made up of least four Regional
representatives, one, from the Office of Hydrologic Development
and one from the Office of Climate, Water, and Weather Services'
Hydrologic Services Division. The team will be led by one of the
RFC representatives. Additional personnel from the Regions or Headquarters
may participate as resources without being active members of the
team.
