Grade Summary
Heavy snow developed across the central and northern Plains and spread northeast across Minnesota and Wisconsin during the afternoon and evening of Saturday, February 24, 2018. It was a quick hitting storm, with only 6 to 9 hours of precipitation. Snowfall rates of 1 to 2 inches per hour were common during the height of the storm. Gusty winds lagged the heavy snow and moved in during the overnight hours. It was expected the heaviest snow would fall from south central/east central MN into western WI. However, the heaviest snow shifted westward a bit from what was forecast, and it mixed with sleet and freezing rain across south central MN and west central WI, keeping snow totals down in those locations. Because of this, the POD and FAR took a bit of a hit. Otherwise, the storm was well forecast in terms of wind, timing, magnitude of snowfall, and lead time.
Local conditions and perceptions may vary from the objective grade calculated below. Step through the other tabs to see a breakdown of the scoring.

6 inch contour error
The 6 inch contour error could not be calculated for this event due to the irregular nature of the observed 6+ inch area and difficulty in making an objective measurement. Too much snow was forecast across southern Minnesota and western Wisconsin where snow ratios were lower than expected due to an occasional mix of sleet and freezing rain with the snow. Too little snow was forecast across west central Minnesota.

Onset timing error
The time visibility falls to less than 3 miles due to falling snow is noted for each warned weather station at an airport. This is considered the time accumulating snow begins. It is checked against the time snow becomes likely in the forecast when the initial warning is issued and the difference is calculated. The expected time range will never be greater than 3 hours.

Probability of Detection (POD)/False Alarm Ratio (FAR)
Probability of Detection (POD) is event-based, meaning that each confirmed event is checked to see if a warning was issued and in effect at the time of the event. The national goal for winter storms is 0.90 or greater (90%).
False Alarm Rates (FAR) are computed based on warnings. For each warning issued, did an event meeting warning criteria take place? There is not a set national goal for FAR. The higher the decimal, the more counties were warned for that didn't need them.
In this case, warnings were issued for south central MN and west central WI but didn't verify in many counties. This was due to a wintry mix of snow and sleet with occasional freezing rain that kept snow ratios lower than expected. Snowfall amounts were expected to range from 6 to 8 inches, but ended up in the 3 to 6 inch range. This resulted in a high FAR and no points for that category. On the other hand, amounts exceeded expectations over west central MN and a few counties needed warnings that weren't issued (Douglas, Stearns, Todd, and Morrison). This reduced the POD to 0.83 and 3 points were awarded.
POD | Points | FAR | Points | |
0.90+ | 4 | <0.11 | 4 | |
0.80-0.89 | 3 | 0.11-0.20 | 3
0.70-0.79 | 2 | 0.21-0.30 | 2

Warning lead time
Lead time is considered the amount of time between the warning issuance and when criteria is met (typically when 6 inches of snow was measured). This category is the average lead time of all the verified counties and unwarned counties.

Impact messaging
The main message was how quick hitting and heavy the snow would be. This worked out well. It was not anticipated precipitation would be as mixed across southern Minnesota and western Wisconsin.
Feedback received was positive.
