Thunderstorms, some severe, may produce heavy to excessive rainfall and isolated flooding over portions of the Southern Plains through Saturday. At the request of Howard County government, the National Weather Service Baltimore/Washington Weather Forecast Office will issue a TEST Flash Flood Warning for Ellicott City around 9:30am. This will allow Howard County MD government to test their alerting systems in Ellicott City. There is no flooding in the area.
Since this is a test warning, it should NOT alert cell phones or NOAA weather radios.
