D. INLAND FLOODING...
---------------------------------------------------------------------
WALTON...THERE WERE NUMEROUS INSTANCES OF FLASH FLOODING ACROSS
WALTON COUNTY WITH WATER ENTERING MANY RESIDENCES. ONE PARTICULAR
AREA OF SIGNIFICANT IMPACT WAS ALONG ALAQUA CREEK. THIS CREEK ROSE
RAPIDLY, EXCEEDING THE RECORD STAGE AND ULTIMATELY CAUSING MAJOR
FLOOD DAMAGE WELL DOWNSTREAM ALONG SR-20 WEST OF FREEPORT. HOMES IN
THESE AREA HAD WATER BETWEEN 1-4 FEET AROUND/INSIDE THEM AT PEAK
FLOODING. ANOTHER NOTABLE FLOOD IMPACT WAS AN EARTHEN DAM UPSTREAM
OF JUNIPER LAKE IN DEFUNIAK SPRINGS. THIS SMALL DAM RUPTURED AND
RESULTED IN A TRAILER AND STORAGE SHED BEING WASHED AWAY. NUMEROUS
ROADS AND BRIDGES WERE DAMAGED ACROSS THE COUNTY. IN ADDITION TO THE
FLASH FLOODING, RECORD RIVERINE FLOODING OCCURRED ALONG THE SHOAL
RIVER. THE GAUGE NEAR MOSSY HEAD RECORDED A NEW RECORD OF 25.65 FT.
FLOODING WAS EXTENSIVE ALONG THE RIVER, WITH MANY HOMES ISOLATED OR
FLOODED.
BAY...NUMEROUS INSTANCES OF FLASH FLOODING WERE REPORTED ACROSS BAY
COUNTY, BOTH IN THE URBAN AREAS AROUND PANAMA CITY AS WELL AS IN
MORE RURAL AREAS ALONG US-231. SEVERAL REPORTS IN BOTH PANAMA CITY
BEACH AND AROUND PANAMA CITY OF WATER FLOODING INTO RESIDENCES,
GENERALLY LESS THAN 2 FT IN DEPTH. OF PARTICULAR NOTE IN THE COUNTY,
TWO MAJOR CREEKS THAT FEED DEER POINT LAKE PRODUCED ROAD CLOSURES.
ECONFINA CREEK ROSE TO NEAR RECORD STAGE, FORCING THE CLOSURE OF
SR-20 NORTHEAST OF SOUTHPORT. BEAR CREEK SET A NEW RECORD OF 29.54
FT AND RESULTED IN THE CLOSURE OF THE US-231 BRIDGE OVER THE CREEK.
ADDITIONALLY, A NEIGHBORHOOD ROAD, NORTH BEAR CREEK DRIVE WAS
COMPLETELY SUBMERGED DURING THE PEAK OF THE STORM. SOME HOMES ALONG
THIS PORTION OF THE CREEK HAD 2-3 FEET OF WATER INSIDE.
WASHINGTON...CONSIDERABLE FLOOD DAMAGE ACROSS THE ENTIRE COUNTY.
NUMEROUS ROADS WERE REPORTED WASHED OUT WITH BRIDGES DAMAGED. FLASH
FLOODING WAS EXTENSIVE IN CHIPLEY WITH MULTIPLE HOMES HAVING WATER
1-2 FT DEEP INSIDE. RECORD FLOODING OCCURRED ALONG HOLMES CREEK,
WITH A NEW RECORD OF 27.02 FT SET. MULTIPLE STRUCTURES FLOODED ALONG
THIS CREEK NEAR VERNON. SOME HOMES HAD 3-4 FEET OF WATER INSIDE.
ADDITIONALLY, SR-277 WAS FLOODED AND LARGELY IMPASSIBLE FOR 4 MILES
TO THE NORTHEAST OF VERNON DUE TO FLOODING FROM THE CREEK. EXTENSIVE
FLOODING OCCURRED IN THE SOUTHWESTERN PORTION OF THE COUNTY NEAR
MILLERS FERRY WHERE FLOODING FROM HOLMES CREEK AND THE
CHOCTAWHATCHEE RIVER CLOSED MANY ROADS AND AFFECTED SEVERAL
RESIDENCES.
HOLMES...CONSIDERABLE FLOOD DAMAGE THROUGHOUT HOLMES COUNTY,
ESPECIALLY FROM BONFIAY NORTHWARD TO WRIGHTS CREEK. SEVERAL
STRUCTURES IN BONIFAY SUFFERED FLASH FLOOD DAMAGE, SOME WITH UP TO 3
FT OF WATER INSIDE. FLOODING ALONG WRIGHTS CREEK EXCEEDED RECORD
LEVELS BY MORE THAN 3.5 FEET. THE NEW RECORD STAGE OF 20.7 FT
RESULTED IN THE CLOSURE OF CR177-A AND THE FLOODING OF NEARBY
RESIDENCES. SMALLER BRIDGES IN THE AREA WERE WASHED OUT. MODERATE
FLOODING OCCURRED ALONG THE CHOCTAWHATCHEE RIVER ON THE WEST END OF
THE COUNTY, AFFECTING CR-179 NORTH OF CARYVILLE.
JACKSON...SEVERAL INSTANCES OF FLASH FLOODING WERE REPORTED ACROSS
JACKSON COUNTY, PRIMARILY RESULTING IN ROAD OR SMALL BRIDGE
WASHOUTS. MOST SIGNIFICANT FLOODING WAS RIVERINE, ALONG THE CHIPOLA
RIVER. WHILE FLOODING IN MARIANNA ALONG THE CHIPOLA WAS MINOR,
DOWNSTREAM FLOODING DUE TO NEAR RECORD LEVELS ON MERRITTS MILL POND,
PUSHED THE CHIPOLA RIVER DOWNSTREAM AT TURTLE BEND TO LEVELS THAT
IMPACTED MANY RESIDENCES AND ISOLATED ACCESS INTO THE AREA FOR DAYS.
CALHOUN, FL...SEVERAL INSTANCES OF FLASH FLOODING REPORTED ACROSS
THE COUNTY WITH DAMAGE TO ROADS AND SMALL BRIDGES. MOST SIGNIFICANT
FLOODING WAS RIVERINE. JUNIPER CREEK FLOODED SR-20 WEST OF
CLARKSVILLE KEEPING THE ROAD CLOSED FOR ABOUT 24 HOURS. THE CHIPOLA
RIVER WENT WELL INTO MODERATE FLOOD STAGE, AFFECTING NUMEROUS
RESIDENCES DOWNSTREAM OF THE CR-274 BRIDGE, SOME WITH 2 OR MORE FEET
OF WATER INSIDE. FLOODING IN THE SOUTH END OF THE COUNTY WAS NOT AS
SEVERE, WITH ONLY MINOR IMPACTS REPORTED AROUND SCOTTS FERRY AT
SR-71.
LIBERTY...FLASH FLOODING REPORTED ACROSS PORTIONS OF THE COUNTY,
ESPECIALLY IN BRISTOL WHERE WATER FLOODED INTO A ROOM OF A SCHOOL.
SEVERAL DIRT ROADS IN THE COUNTY WERE WASHED OUT, SOME ISOLATING
RESIDENCES. FLOODING AFFECTED THE EASTERN END OF THE COUNTY ALONG
TELOGIA CREEK WITH BENTLEY BLUFF PARK AFFECTED.
GENEVA...MINOR ISSUES REPORTED ACROSS THE COUNTY, GENERALLY LIMITED
TO LOCALIZED FLASH FLOODING AFFECTING A FEW ROADS. NO FLOODING
OCCURRED ALONG THE PEA RIVER. MINOR FLOODING IN GENEVA ALONG THE
CHOCTAWHATCHEE RIVER WITH SOME FISH CAMPS IN THE FLOODPLAIN
AFFECTED. NO PERMANENT RESIDENCES WERE FLOODED.
DALE...NO SIGNIFICANT ISSUES REPORTED FROM FLASH FLOODING. HOWEVER,
FLOODING ALONG THE CHOCTAWHATCHEE RIVER RESULTED IN WATER ENTERING A
HOME 10 MILES NORTH OF NEWTON AND THE WEST FORK CHOCTAWHATCHEE RIVER
FLOODED HIGHWAY 105 IN SKIPPERVILLE. ALONG THE PEA RIVER, A HOME
DOWNSTREAM OF US-231 HAD WATER MORE THAN 1 FT DEEP IN THE BASEMENT.
COFFEE...DURING THE PEAK OF THE EVENT, COFFEE COUNTY DECLARED ALL
ROADS IN THE NORTHERN HALF OF THE COUNTY IMPASSIBLE DUE TO FLASH
FLOODING. THIS DESIGNATION LASTED APPROXIMATELY 16 HOURS UNTIL WATER
RECEDED. MODERATE FLOODING OCCURRED ALONG PORTIONS OF THE PEA RIVER
BETWEEN THE COUNTY LINE AT US-231 DOWN TO ELBA. A PORTION OF SR-87
NORTH OF ELBA ALONG WHITEWATER CREEK AND BIG CREEK FLOODED
EXTENSIVELY. FLOODING IN ELBA WAS LIMITED TO AREAS OUTSIDE THE LEVEE
AND GENERALLY MINOR DUE TO MITIGATION EFFORTS.
