Harvey began on Sunday August 13th, 2017 as a tropical wave off the west coast of Africa, eventually merging with a broad area of low pressure near the Cabo Verde Islands. At first, it was thought the wave and the low pressure area would have a more west-northwest track, threatening the Lesser Antilles. However, this low stayed more on a westward course as it moved over the open Atlantic Ocean toward the Eastern Caribbean Sea. For a few days on its westward track, Harvey remained disorganized, and there was some uncertainty whether the low would become a tropical cyclone. However, by Thursday August 17th, the National Hurricane Center began issuing advisories and forecasts on Potential Tropical Cyclone Nine on Thursday morning, and Tropical Storm Harvey on Thursday afternoon. Tropical Storm Warnings were issued that afternoon for Martinique, St. Lucia, Barbados, and St. Vincent and the Grenadines. Tropical Storm Harvey impacted the Windward Islands on Friday, August 18th, entering the Eastern Caribbean Sea as a minimal tropical storm, and eventually weakening to a tropical wave late Saturday evening. Although there was some potential for the remnants of Harvey to reorganize into a tropical cyclone, a tropical cyclone failed to form as the remnants of Harvey moved into the Yucatan Peninsula on Tuesday morning, August 22nd.
As Harvey crossed back into the open waters of the Bay of Campeche and eventually the Gulf of Mexico, it began to increase in strength and became a hurricane due to warm surface ocean temperatures and weakening wind shear. Harvey underwent rapid intensification as it approached the Texas Gulf Coast. It was upgraded to a Category 4 Hurricane only hours before making landfall near Rockport, Texas on Friday night, August 25th. Massive wind damage occurred in Rockport and surrounding areas, with winds near the eyewall measured up to 130 mph. Harvey was the first major hurricane to make landfall in the continental United States since Wilma in 2005, and the first major hurricane to strike Texas since Bret in 1999. It was also the first hurricane to strike Texas since Ike in 2008.
Harvey continued to move northward, weakening and slowing as it went, with the center of the circulation passing just east of Refugio, then up between Goliad and Victoria, making it as far inland as just north of Cuero in DeWitt County, having weakened to a tropical storm by this time. Harvey then headed off to the southeast, returning to the Gulf of Mexico before making another landfall near Cameron, Louisiana, bringing catastrophic flooding to Houston and Beaumont, Texas and into southwestern Louisiana.
Light-to-moderate rain fell continuously across areas east of the Interstate 35 corridor from Friday night through Monday evening, leading to massive amounts of accumulated rainfall. Portions of Bastrop, Fayette, Lee, Lavaca and Gonzales counties received over 20 inches of rain from Harvey. The highest measured rainfall amount was 9 miles east of Smithville in Fayette County, where 29.09” of rain fell. Major flooding occurred within the Colorado and the Guadalupe River basins. The Colorado River at La Grange crested at 54.18 feet, making it the third highest crest on record and the highest crest in 104 years, causing major flooding in portions of the town. The Guadalupe River at Cuero crested at 44.36 feet, good for the second highest crest on record, and causing major flooding in lower-lying areas near Cuero. Fortunately, the I-35 corridor, including the cities of Austin and San Antonio, avoided the catastrophic flooding that befell Houston and elsewhere. A tight rainfall gradient set up on the western edge of Harvey, with some drier air being entrained in from southwestern Texas and northern Mexico. San Antonio International only received 1.94” of rain from Harvey. Austin received substantial rain amounts, with Camp Mabry receiving 7.94” and Austin Bergstrom International Airport receiving 10.07” of rain, but the rain fell over a long enough period of time to avoid any major flooding issues. The Onion Creek at US 183 crested at 19.16 feet in minor flood stage, but did not cause any significant impacts.
Hurricane-force wind gusts possibly occurred in DeWitt County, but a lack of observation sites made it not possible to confirm this. Wind gusts of 58 mph were recorded at New Braunfels Regional Airport and at Randolph Air Force Base in northeastern Bexar County. 55 mph wind gusts occurred at San Marcos Airport, with 54 mph and 53 mph peak wind gusts measured at Austin Bergstrom International Airport and San Antonio International Airport, respectively.
