The first tornadic storm of the outbreak developed around 12:45 pm near Tipton, IA producing an F4 tornado in Clinton County Iowa around 12:55 pm.
The Tornado Watch and Warning Program, still in use today, was implemented as a result of the terrible death toll from this outbreak.

This outbreak was at its strongest during the late morning hours when church services were in progress. Twenty people were killed when the roof of Goshen United Methodist Church collapsed after being struck by a tornado.
