Powerful Storms to Impact the Western U.S. and Northern Plains

A strong, long-duration atmospheric river will bring excessive rainfall, flash flooding, and very strong winds to southwest Oregon and northwest California through Thursday. ...TEMPERATURES AVERAGED SLIGHTLY ABOVE NORMAL AND PRECIPITATION 
VARIED FROM NEAR TO ABOVE NORMAL IN AUGUST...

AT ABILENE REGIONAL AIRPORT...THE AVERAGE TEMPERATURE FOR AUGUST WAS 
83.2 DEGREES. THIS WAS 0.6 DEGREES ABOVE THE NORMAL AVERAGE 
TEMPERATURE OF 82.6 DEGREES. TOTAL PRECIPITATION FOR AUGUST WAS 2.42 
INCHES. THIS WAS 0.21 INCHES BELOW THE NORMAL OF 2.63 INCHES. THE 
HIGH TEMPERATURE REACHED 100 DEGREES OR MORE ON SEVEN DAYS IN AUGUST.

AT SAN ANGELO REGIONAL AIRPORT...THE AVERAGE TEMPERATURE FOR 
AUGUST WAS 83.3 DEGREES. THIS WAS 2.0 DEGREES BELOW THE NORMAL 
AVERAGE TEMPERATURE OF 81.3 DEGREES. TOTAL PRECIPITATION FOR WAS 
2.52 INCHES. THIS WAS 0.47 INCHES ABOVE THE MONTHLY NORMAL OF 2.05 
INCHES. THE HIGH TEMPERATURE REACHED 100 DEGREES OR MORE ON NINE 
DAYS IN AUGUST.

AUGUST 2003 WEATHER HIGHLIGHTS...

VERY HOT DAYTIME TEMPERATURES OCCURRED IN THE EARLY PART OF 
AUGUST...AS AN UPPER LEVEL HIGH PRESSURE SYSTEM WAS IN CLOSE 
PROXIMITY TO WEST CENTRAL TEXAS. HIGH TEMPERATURES EXCEEDED 100 
DEGREES ON SEVERAL DAYS. ABILENE RECORDED A RECORD HIGH OF 106 
DEGREES ON THE 7TH...AND TIED A RECORD OF 107 DEGREES ON THE 8TH. IN 
SAN ANGELO A RECORD HIGH OF 107 DEGREES WAS REACHED ON THE 8TH.

DURING THE MIDDLE OF AUGUST AN UPPER LEVEL RIDGE OF HIGH PRESSURE 
DOMINATED THE WEST CENTRAL TEXAS WEATHER WITH SEASONABLY HOT AND DRY 
CONDITIONS. ISOLATED SHOWERS AND THUNDERSTORMS OCCURRED ON A FEW 
OCCASIONS...DUE TO THE INFLUENCE OF WEAK SURFACE BOUNDARIES OR UPPER 
LEVEL DISTURBANCES IN THE REGION. 

THE PATTERN CHANGED LATE IN THE MONTH...FROM HOT AND DRY TO A WETTER
AND COOLER REGIME. THE UPPER LEVEL RIDGE OF HIGH PRESSURE MOVED AWAY 
FROM THE REGION AND BROKE DOWN. AN EASTERLY FLOW ALOFT ALLOWED 
MOISTURE TO INCREASE...AND ALLOWED SEVERAL WEAK UPPER LEVEL 
DISTURBANCES TO MOVE INTO WEST CENTRAL TEXAS. SCATTERED TO NUMEROUS 
SHOWERS AND THUNDERSTORMS OCCURRED DURING SEVERAL OCCASIONS LATE IN 
THE MONTH. RAINFALL COVERAGE LATE IN THE MONTH BECAME MORE 
WIDESPREAD...AND MANY LOCATIONS RECEIVED BENEFICIAL RAINFALL. MANY 
LOCATIONS...INCLUDING ABILENE...SAN ANGELO AND JUNCTION...RECEIVED 
OVER TWO INCHES OF RAIN. THE HEAVY RAIN CAUSED STREET FLOODING IN 
BROWNWOOD ON THE 30TH AND 31ST. 

A FEW OF THE STORMS PRODUCED STRONG DOWNBURST WINDS...AND WIND 
DAMAGE WAS REPORTED IN ABILENE...BLACKWELL AND BROWNWOOD. A SEVERE 
STORM CAUSED WIND DAMAGE IN PARTS OF SAN ANGELO...AND PRODUCED A  
WIND GUST OF 69 MPH AT THE SAN ANGELO REGIONAL AIRPORT ON THE 30TH.
