Overview
A strong cold front moved slowly through the forecast area during the day of October 23rd. Strong low level winds and just enough instability allowed for a quasi-linear area of strong to severe storms to form, producing several tornadoes and damaging winds. In addition, heavy rains, despite previously dry conditions, led to flash flooding.
It was a busy afternoon and evening with 15 warnings issued, 4 Tornado, 7 Severe Thunderstorm and 4 Flash Flood .

Three to almost 7 inches of rain fell in a 6 hour period, which resulted in flooding and flash flooding over portions of Northwest North Carolina into the Southwest Virginia mountains. The hardest hit area was Watauga County, NC.

Environment
Abundant clouds prevented significant CAPE from developing ahead of the front. When combined with 850mb flow of 40kt-50kt, we were in a strong high shear/low CAPE environment. Primary threat was for flood potential with high moisture content in the atmosphere trumping dry antecedent conditions.
