Overview
Tropical Storm Henri made landfall in south coastal Rhode Island on August 22. The storm produced wind and rain impacts across southern New England. In addition, some of the storm's greatest impacts occurred in portions of the eastern mid-Atlantic, from the New York City area southwestward into New Jersey and eastern Pennsylvania. The storm tracked far enough east to spare the mid-Atlantic from any notable wind impacts, despite some early concerns that wind would be a factor. However, heavy rain and flooding would prove to be significant problems well to the west of the center, including over New Jersey and eastern Pennsylvania. Meteorologically, the heavy rainfall resulted not directly from Henri, but from an interaction between Henri and a nearby trough. This helped create a funnel of tropical moisture between Henri and the eastern mid-Atlantic. Rainfall amounts were highly variable. While many areas across the region saw over 2 inches of rain, a band of 5 to 10 inches of rain fell over a sizable portion of central and northern New Jersey and into eastern Pennsylvania. The heaviest rain fell on the night of August 21 through the early morning hours of August 22. A full list of rainfall reports is provided on this page. The torrential rainfall resulted in a number of instances of both flash flooding and river flooding across the region, particularly over central and northern New Jersey. Flooded roadways, stranded vehicles, and basement flooding were all common, and a number of river gauges exceeded their flood stage. In some cases it took a few days for river levels to fall below flood stage. Thankfully, there were no reports of injuries or fatalities associated with Henri in the local area. The rainfall and flooding associated with Henri was significant in its own right. However, these heavy rains would also serve to further saturate an area which had already been experiencing a wetter than normal summer. This would be a contributing factor to the catastrophic flooding associated with the remnants of Hurricane Ida little more than a week later. |

Foreword
Henri was the third tropical cyclone or remnant tropical cyclone to directly affect the local area in less than two month's time. The parade of tropical systems would be capped off with the historic impacts of Ida's remnants just over a week after Henri. Henri presented a difficult forecast across the eastern mid-Atlantic. While the heavy rains observed across the region would not have happened without Henri present, it’s also not fair to say that Henri was entirely responsible. As Henri meandered off the East Coast, it eventually began to interact with a mid-latitude trough. The track which Henri took is atypical. Based on where it formed (east of Bermuda), climatological odds would have heavily favored a harmless track out to sea, and indeed, such a track was indicated by early NHC forecasts. However, it soon became apparent that high pressure over the Atlantic would prevent the storm from easily escaping out to sea. Instead, the storm was pushed closer to the East Coast, and eventually close enough to interact with and essentially be “captured by” the approaching trough. This process was not entirely dissimilar to, though was certainly much less dramatic than, the meteorological events surrounding the United States landfall of Sandy in 2012.
To the matter at hand, the interaction between Henri and the trough ultimately led to the torrential rainfall over the mid-Atlantic. As the trough approached, it took on a negative tilt, or in other words its axis became oriented from southeast to northwest. This caused the wind flow at mid and upper levels of the atmosphere to point from the direction of Henri towards the mid-Atlantic states. This in turn caused the advection of large quantities of tropical moisture from Henri towards the mid-Atlantic. This essentially took the form of a firehose of moisture which, due to the positions of Henri and the trough, happened to orient itself directly towards the areas of New York City, New Jersey, and eastern Pennsylvania. While at least some comparison can be made of similarities to the synoptic patterns associated with Henri and Sandy, a far better analog would be 2015’s Hurricane Joaquin. Tropical rainfall indirectly associated with Joaquin, via very similar processes, led to historic flooding over portions of the Southeast US. Henri’s flooding, while notable, was thankfully not as severe as that associated with Joaquin, but both rainfall events evolved in similar manners. Forecasting the placement of heavy rain was difficult due to the complexity of the upper level pattern. Early indications were that the heaviest rainfall may remain closer to the center of the track over New England. However, it became apparent, and was well-captured by later forecasts, that the rainfall would be directed further southwest, away from the center, over the mid-Atlantic.
Uncertainty regarding interaction between Henri and the trough also led to sizable errors in the track forecast of the storm at both long and short lead times. While it had little bearing on the rainfall, a late eastward shift in the track led to a near total absence of wind impacts in the area. On the other hand, Henri drives home an important point which forecasters always stress: the impacts from a tropical cyclone can, and frequently do, extend well beyond the “cone of uncertainty”. This is especially true in the middle latitudes, like in our local area, where tropical cyclones are often interacting with other mid-latitude weather systems (like the aforementioned trough) and are often becoming larger, less symmetrical, and not well-contained by a simple centerline track-based cone.

This encompasses all of the rainfall associated with Henri. The heaviest band of rainfall is clearly seen over portions of New Jersey and eastern Pennsylvania. High resolution model guidance generally did a good job in depicting the heavy rainfall associated with Henri. The HREF is considered one of the most reliable sources of short range model guidance. On this model run, it produced quite an accurate forecast. The axis of heaviest rainfall would be just slightly farther north than depicted here. The maximum amounts would also be greater, but being as the HREF is an ensemble model, that is to be expected, and any forecaster would be concerned by the overall signal displayed by the model here. | Figure 4: Multi-Radar Multi-Sensor (MRMS) radar-estimated rainfall for the 48 hour period ending 3PM EDT 23 August 2021, the same as in Figure 1. However, the MARFC analysis takes into account gauge observations and human quality control checks, enabling a greater level of accuracy than raw MRMS data. |
Figure 5: CREST unit streamflow values valid 0930 UTC (5:30 AM EDT) 22 August 2021. This product is derived from MRMS data and is used by forecasters to evaluate potential flash flooding. Using this standard scaling and color curve, the presence of spatially continuous values in the red (4 to 6 m3s-1km-2) range typically indicates flash flooding is occurring or imminent. The presence of spatially continuous values in the pink and blue ranges is uncommon and typically indicates significant flash flooding. Some such values are seen here, though spatial continuity is not exceptional. Overall, these values are impressive, but lag CREST unit streamflow values seen across parts of the area during a couple of other major flooding events across the area in 2021. Part of the reason for that is that Henri’s rainfall was a little more spread out (over greater duration) than, for example, rainfall associated with the remnants of 2021’s Ida or Fred. This limited the values somewhat. | Figure 6: The swaths of hurricane (red) and tropical storm force (orange) winds associated with Henri through its entire life cycle, as analyzed by the National Hurricane Center. Early projections indicated Henri could potentially come close enough to eastern New Jersey to pose a wind threat, and the theat was deemed great enough that a Tropical Storm Warning was issued for portions of northeast New Jersey. However, even coastal areas did not remotely approach such wind values. Even across southern New England, wind impacts were less than feared as Henri weakened considerably while approaching land. |
