Back-to-Back Pacific Storms to Impact the West Coast; Heavy Snow in the Central Appalachians

Back-to-back powerful Pacific storm systems to impact the Pacific Northwest and northern California through the end of this week with heavy rain, flooding, strong winds, and higher elevation mountain snow. Overview

Tropical Storm Fred made landfall in the Florida panhandle on August 16, 2021. The storm would steadily move inland as it weakened to a tropical depression then a remnant low. The remnants of the storm tracked up the Appalachians from the 17th through the 19th. Fred's remnants continued to produce significant impacts over the Southeast despite it no longer being a tropical storm, mainly in the form of torrential rains and several tornadoes. These impacts would continue into the mid-Atlantic region when the remnants of Fred arrived late on August 18. Initially, impacts associated with Fred were limited through the day on the 18th, as despite good instability building ahead of the system, little convective activity occurred over the eastern mid-Atlantic. However, by the night of the 18th into the predawn hours of the 19th, areal coverage of rain and thunderstorms increased significantly as what was left of Fred's center moved closer and increased lift over the area. With a tropical air mass in place, some areas began to experience several hours of heavy rain, which led to areas of significant flash flooding especially over portions of eastern and southeastern Pennsylvania. A number of water rescues were reported through the nighttime hours. In addition, wind shear increased through the night, causing several thunderstorms to begin rotating. A total of three tornadoes occurred across the local area as Freds' remnants moved through the region, with others over central Pennsylvania. Thankfully, no injuries were reported due to either the flooding or tornadoes. By the morning of the 19th, the system began to move away, and quieter weather returned.

            TORNADO APPEARS TO HAVE LIFTED BRIEFLY 
            BEFORE BRINGING DOWN A FEW SMALL TREES AND 
            BRANCHES ALONG TOWNSHIP LINE ROAD. THE 
            TORNADO THEN BROUGHT DOWN SEVERAL TREES AND 
            BRANCHES IN THE HIDDEN SPRINGS MOBILE HOME 
            COMMUNITY. HERE, SEVERAL TREES WERE BROUGHT

...Three Confirmed Tornadoes...

The National Weather Service office in Mount Holly, NJ surveyed 
three areas of damage across Pennsylvania and New Jersey on August
19th. This was in association with thunderstorms that moved across
the region during night of August 18th and the early morning hours
of August 19th. These were with the remnants of Tropical Storm 
Fred as it moved across the region.

The tornado touched down along Fisher Dam Road about 800 feet north 
of the intersection with Berne Road. Numerous hardwood tree trunks 
were snapped on the western side of the road with a convergent debris
pattern. A corn field on the east side of the road in the same 
location was damaged with stalks of corn felled in a convergent 
pattern. Further north on Fisher Dam Road, hardwood tree damage was 
noted, but it was more sporadic.

Additional damage was noted about a half-mile north of the 
intersection of Berne Road and Hill Drive, including numerous trees 
snapped on the east side of Berne Road. A little farther north, about
450 feet south of the intersection with Ash Road, a utility pole was
snapped, and hardwood trees were snapped both on the western side 
and the eastern side of the road with convergent debris patterns 
noted.

There was damage on Ash Road, including a roof that was removed from
a porch and the roof damage extended into the main roof of the 
house. The roof was deposited to the east, while at the same time, a 
flagpole from the roof supports was tossed to the north. There was 
also numerous snapped hardwood trees in this area. Further east on 
Ash Road, another house had a large, healthy tree snapped. Tree 
damage was also noted on properties on the north side of Ash Road.

Further north of Ash Road, some damage occurred at the Village of 
Pleasant Hills Mobile Home community, including hardwood trees 
snapped and some cars were damaged by the fallen trees. Some skirting
along the base of a mobile home was mostly torn off. The damage 
appeared to become more sporadic and then ended.

A line of thunderstorms moved across Montgomery and Bucks Counties 
early on the morning of August 19th as the remnants of Tropical Storm
Fred moved across central Pennsylvania. What started as a fairly 
quiet day for our CWA quickly became busy as night fell. 

As a velocity couplet formed across Montgomery County, a tornado 
formed roughly a mile and a half south of Souderton, PA around 
12:25 AM EDT, where it brought down a tree branch and tore siding 
off of a residence on Garrison Lane. From there, the tornado 
appears to have lifted briefly before bringing down a few small 
trees and branches along Township Line Road. The tornado then 
brought down several trees and branches in the Hidden Springs 
mobile home community. Here, several trees were brought down on 
homes and across roadways while also leading to minor damage to 
the roofs and siding of several residences in the community. The 
tornado then proceeded northeastward into Hilltown Township in 
Bucks County as it brought down numerous trees in a trajectory 
towards Silverdale. Several trees along this line were also 
brought down. A metal roof was even torn off of a garage along 
Green Street in Silverdale. Several large branches were then 
brought down, damaging a roof to a farmhouse along Souderton Road.
The tornado continued its path northeast, bringing down small 
trees and snapping the tops of several pine trees at residences 
along Woodlawn Drive and Blue School Road. Lastly, the tornado 
began to lift as it neared the opposite end of Hilltown Township, 
but not before it ripped a section of roofing off an auto repair 
shop along North Dublin Pike at the intersection of Blue School 
Road.

Another velocity couplet formed in Morris County early in the 
morning of August 19th in association with thunderstorms as the 
remnants of Tropical storm Fred moved across the region. A weak 
tornado formed from this couplet, first touching down along Mount 
Pleasant Avenue and Irwin Place in Rockaway Township, New Jersey, 
where several small branches and a portion of a vinyl fence were 
brought down. From there, the tornado moved through a subdivision, 
bringing down several small pine trees and branches along Lenox 
Road, Arlene Drive, and Miller Avenue. A few small branches were 
then brought down as the tornado proceeded northeast across 
Fleetwood Drive. The tornado then crossed Interstate 80, snapping 
several trees along Reservoir and Katherine Road. A few large 
branches were also knocked down in this area as the tornado 
lifted.

At this time, an EF1 tornado touched down in Tilden Twp in northwest Berks County, snapping numerous trees and damaging several homes. A small red marker is placed at the approximate touchdown location. Evaluating the radar data, there is virtually no sign of rotation or anything else remarkable in association with this storm. In this location, at its lowest beam angle, the KDIX radar, while the closest available, was scanning at an elevation of nearly 9000 feet, too high to see what was likely a brief and shallow tornadic circulation. In short, this tornado was not detectable via the existing radar network. Figure 2: Same as Figure 1 valid 0420 to 0442 UTC 19 August 2021. The second tornado of the night touched down in Hatfield Twp in Montgomery County. This strong EF1 tornado would by far be the longest tracked of the event, cutting a nearly 9 mile path from Hatfield to Hilltown Twp in Bucks County, with some of the worst damaging occurring near Perkasie. In this case, rotation is evident on radar, though it still is not especially strong evidence of a true tornadic couplet from the KDIX radar. In this case, the radar was scanning at a height of around 4000 feet.

The Montgomery-Bucks tornado was the only one of the event noted to produce a Tornado Debris Signature (TDS). As the loop plays, a trained eye will recognize the TDS developing just southeast of Perkasie in the form of a concentrated area of reduced CC values corresponding with the rotation. A review of higher elevation data showed the TDS extended to a height of between 8000 and 10000 feet, a value which typically indicates a strong EF1 or EF2 tornado. This tornado was rated a strong EF1 with maximum winds of 105 mph. Figure 4: Same as Figure 1 valid 0627 to 0644 UTC 19 August 2021. The final tornado of the event occurred in Morris County, New Jersey, a brief EF0 touchdown near Rockaway. It produced about a mile long path of mostly tree and some minor property damage. A small red marker is placed at the approximate touchdown point. Evaluating the radar data, there is very little to indicate a possible tornado from the KDIX radar. There is a general wind shift noted in the SRM data associated with wind shear along the convective line seen in reflectivity data. While a couple of weak and fleeting velocity couplets are seen along the line, they do not appear overly concerning. A relatively high beam height and the weak nature of the circulation made this tornado near impossible to detect from the KDIX radar.

The TEWR radar can be a useful tool for identifying potential tornadic circulations over northern New Jersey. It is much closer to the region than the KDIX radar, and also scans at a lower elevation angle (0.3 vs 0.5 degrees). In this instance, the SRM data is considerably more useful. The general wind shift observed in the KDIX data is still seen, but now there are a couple of better-defined velocity couplets. A red marker is again placed near the touchdown point of the Rockaway tornado. A couplet can be seen briefly strengthening as it moves over that point. Another fairly well-defined and sustained couplet is seen west of Morris Plains. The reflectivity data were of poor quality and are not shown. Figure 6: Multi-radar multi-sensor (MRMS) radar estimated rainfall totals for the 12 hour period ending 1000 UTC 19 August 2021. The remnants of Fred produced torrential rainfall over portions of the area, particularly southeast Pennsylvania. Up to 6 inches of rain fell, most of it in just 2-4 hours, which led to a significant flash flooding event. Several stream gauges exceeded flood stage, and numerous water rescues from vehicles were reported during the hours surrounding midnight. A secondary rainfall maximum occurred near the eastern Lehigh Valley and into northwest New Jersey, where there was also some localized flooding. Conversely, some areas saw little to no rainfall in association with Fred.
