Overview
A significant but highly localized flash flooding event occurred on July 12, 2021 affecting the lowermost portion of Bucks County, PA and some immediately adjacent areas of far northeastern Philadelphia County, PA and far western Burlington County, NJ. Several hours of training thunderstorms produced torrential rainfall in these areas, with the worst of the impacts centered around Bristol and Croydon in Bucks County, where locally up to 10 inches of rain fell in just a few hours. This resulted in severe flash flooding. Numerous streets became covered by feet of water, requiring dozens if not hundreds of water rescues of stranded motorists. A number of homes also took on water, as did at least one large commercial apartment facility. Some homes and apartments had to be evacuated and suffered extensive water damage. While secondary to the flooding, some thunderstorms also produced strong to locally damaging winds in and around the same area, bringing down a number of trees and power lines and exacerbating the challenges in responding to the flash flooding. Storm coverage diminished towards sunset as daytime heating waned and storms finally exhausted the available instability. Despite the astronomical rain amounts in the areas mentioned, many other parts of the area saw little or no rainfall from the July 12 event. The localized nature and particular placement of the storms also precluded any main stem river flooding. Thankfully, and rather miraculously, no injuries or fatalities were reported from the flooding, though some property owners suffered heavy damage requiring weeks or more of clean-up. |

Foreword
The July 12 event was a complicated forecast. The presence of a nearby stalled frontal boundary and very moist air mass to its south had forecasters on alert for a potential flash flood event days in advance. However, determining the location of the highest flood risk was challenging. Early forecasts indicated that areas such as northern New Jersey and around New York City would be most likely to experience flash flooding due to their close proximity to the front. In the end, the worst flooding occurred considerably further south. To trace why this happened, we have to start with the events of the previous night. On the night of July 11, a stronger and longer lasting than expected Mesoscale Convective System (MCS) affected eastern Pennsylvania and northern New Jersey. An outflow boundary associated with the MCS moved steadily southward, dozens of miles south of the main front. Even though areas such as central and northern New Jersey and the Lehigh Valley remained south of the front, the passage of the outflow boundary acted to stabilize them, even as daytime heating commenced. Conversely, areas along and just south of the boundary became highly unstable as the daylight hours progressed on July 12. The remnant boundary also provided just enough lift to initiate convection in the extremely unstable air mass, despite the main front being well to the north. Forecasters that morning correctly identified what was occurring, leading to a southward expansion of an existing Flash Flood Watch several hours before flooding began. Ultimately, it was training thunderstorms along the outflow boundary, which had settled almost precisely along the Delaware River from Trenton to Philadelphia to Wilmington, which produced locally catastrophic flooding. Thunderstorm activity did initiate closer to the front in northern New Jersey, leading to a secondary but lesser maximum in rainfall there. A sea breeze boundary also produced localized heavy rain and severe weather in Ocean County, NJ. However, the stabilizing effect of the outflow boundary limited rainfall in much of the northern half area, while most of Delmarva and far southern New Jersey were too far from any lift sources to experience convection.

The leading edge of it has also been marked by a thin red line. Soon after this time, the outflow would become undetectable via radar, but surface observations and satellite data from during the day indicated that the boundary stalled approximately in this area. It may have drifted a little further south during the night, then perhaps retreated slightly north when daytime heating commenced, but was generally straddling the line shown, and it also extended further southwest along the Delaware River. This subtle boundary would serve to initiate slow moving thunderstorms on the afternoon of July 12. |

Using this standard scaling and color curve, the presence of spatially continuous values in the red (4 to 6 m3s-1km-2) range typically indicates flash flooding is occurring or imminent. The presence of spatially continuous values in the pink and blue ranges is uncommon and typically indicates significant flash flooding. This was near the peak of flooding in the Bristol/Croydon area. |
