Back-to-Back Pacific Storms to Impact the West Coast; Heavy Snow in the Central Appalachians

Back-to-back powerful Pacific storm systems to impact the Pacific Northwest and northern California through the end of this week with heavy rain, flooding, strong winds, and higher elevation mountain snow. Overview

Tropical Storm Elsa made landfall in the eastern Florida panhandle early on July 7. Thanks in part to baroclinic forcing, Elsa maintained its intensity over land for about the next 36 hours as it tracked through Georgia, the Carolinas, and southeast Virginia. On the night of July 8, the storm moved over far southern portions of the Delmarva peninsula. The center passed just offshore of the coasts of Delaware and New Jersey, providing a glancing blow to the eastern mid-Atlantic as it began to accelerate northward. Elsa brought a soaking rain to portions of the area, but thanks to its offshore track and increasing speed, there were few to no issues with flooding. In addition, wind impacts were limited, with only immediate coastal areas even close to experiencing tropical storm force winds. The primary impact from Elsa came in the form of a couple of brief tornadoes and locally damaging wind gusts over southeast New Jersey during the late night hours. The storm quickly pulled away on the morning of July 9, leaving pleasant conditions in its wake.

Ahead of Tropical Storm Elsa, with a slow moving frontal system present in a warm and moist air mass, an unrelated round of thunderstorms developed on the afternoon of July 8. Several of these storms would become severe and would end up being fairly significant producers of wind damage, including a couple of notable microbursts. Some information on those storms is included here as well.

Two tornadoes have been confirmed in New Jersey.

An EF-1 tornado touched down near the entrance of the Ocean World 
Condominium complex in Woodbine where it uprooted two cedar trees. 
The tornado completely destroyed a picnic shelter at the complex's 
park area and spread debris consisting of structural remains and 
patio furniture hundreds of feet. The roof of the picnic shelter was 
dropped into the nearby swimming pool. The tornado caused considerable 
structural damage to the complex's office and recreation building. 
The front door was blown out and ripped off of the structure and an 
exterior wall was pushed outward several inches, but did not 
completely collapse. The complex's entrance sign was also blown over 
and another nearby cedar tree was uprooted. The tornado continued 
westward where it snapped a few trees along Ash Drive and 
Freidriechstadt Avenue. The tornado continued through a wooded area 
then uprooted a few trees near the intersection of Dehirsch Avenue 
and Joffe Drive. At the same intersection, several tree limbs were 
snapped off and sections of residential vinyl fencing was blown 
over. The tornado continued across an open area then ended near the 
intersection of Heilprin Avenue and Ocean Drive where it snapped 
part of a pine tree off onto a house.

Emergency Management and Woodbine Public Works Department for their 
assistance with this survey.

An EF-0 tornado touched down in a residential area along Sycamore 
Drive in Little Egg Harbor Township. The tornado snapped numerous 
large tree limbs and snapped a few trees along Sycamore Drive and 
Harbourtown Boulevard. One small tree was uprooted on Sycamore 
Drive. Some homes suffered some cosmetic damage along Rosemont Lane 
and Harbourtown Boulevard where some sections of vinyl fencing were 
blown over. The tornado continued along Rosemont Lane where numerous 
tree limbs were down. A residence at the intersection of Rosemont 
Lane and Vista Court had 2 sections of wooden fencing blown out and 
tossed approximately 50 feet, striking the rear side of the house. A 
few houses along Vista Court also sustained some cosmetic damage. 
The tornado ended at the end of Vista Court where a few trees were 
snapped or uprooted.

Strong wind from a rain band associated with Tropical Storm Elsa 
caused 7 wooden power poles to snap along the Longport Boulevard
Causeway in Somers Point. There was no other notable damage nearby 
and all the poles had fallen in the same direction, thus this damage 
has been determined to have been caused directly by the strong winds 
from the tropical rain band that raced across the New Jersey Shore 
overnight.

A brief tornado occurred near Woodbine, NJ during this time. A small red marker is placed at the approximate location. While broad rotation is evident in the SRM data, there is little apparent indication that this cell was tornadic. Instead, this was the type of very brief and near undetectable tornado which is common in tropical cyclones. Just before 3AM EDT/0700 UTC, a damaging wind event occurred near Somers Point as several power poles were snapped along Longport Boulevard Causeway. A small red marker is placed near the affected area. A survey of the damage concluded straight line winds were responsible. Strong rotation was present in association with this cell as it approached the coast, and a Tornado Warning was in effect for the impacted area. While a waterspout was likely produced offshore, it appears the circulation gusted out as it moved onshore, but that the remaining convective winds were still very strong, capable of causing the damage.

Figure 3: Same as Figure 1 valid 0725 UTC to 0738 UTC 9 July 2021. The second and final tornado of the event occurred in Little Egg Harbor Twp, NJ. This was another brief tornado, lasting only around one minute and rated as an EF0. However, in this case, the rotation signature in the SRM data is a little better defined, despite some noisiness in the data. The better defined signature is likely related to the cell’s closer proximity to the KDIX radar, making it easier to detect shallow features like brief tornadic circulations associated with tropical cyclones. Figure 4: A vertical slice of KDIX reflectivity data from the 1833 UTC volume scan 8 July 2021. Shortly before 3PM EDT/1900 UTC, at least one intense microburst occurred near Readington Twp, NJ in association with thunderstorms in advance of Elsa. In this image over 20 minutes before the event, there is almost no reflectivity present at ground level, indicating little rainfall was occurring at the time. However, a very intense storm core is present aloft. Reflectivity values over 60dBz, denoted by the pink pixels, extend to a height of around 30,000 ft, which is very impressive. The downward collapse of this core some 25 minutes later produced the Readington microburst, with winds likely in the neighborhood of 70 to 80 mph. Early detection of elevated cores such as this can allow forecasters to issue Severe Thunderstorm Warnings in advance of microbursts.

Figure 5: Same as Figure 4 for the 2133 UTC volume scan 8 July 2021. Another fairly high profile damaging wind event occurred in Delaware County, PA, near Wayne. Extensive tree damage and some property damage in a localized area prompted speculation of a possible tornado. A member of the public did capture a photo of a very small, thin funnel cloud extending less than a quarter way to the ground in the area, but this was likely a non-mesocyclonic funnel caused by storm-scale processes. However, damage photos and radar data strongly suggested straight line winds were responsible. In this case, the elevated core, while respectable, is not as impressive as in Figure 4, with 60dBz echoes to only around 20,000 ft. Low level reflectivity is also much greater. Compared to the earlier “classic” microburst over Readington, it is likely that this was more of a water loaded downburst as the atmosphere continued to moisten ahead of Elsa. A small red marker is placed near the site of wind damage near Wayne, PA. While nothing overly impressive due to its distance from and angle relative to the radar, the TPHL radar appears to show indications of the downburst that occurred. As the cells move over the marker, modestly enhanced values of inbound (green) and outbound (red) velocities can be seen spreading in opposite directions. This is typically an indicator of downburst winds.
