Heavy rain and flash flooding are possible across portions of the Southwest through Friday, where Flood Watches are in effect. Strong to locally severe thunderstorms are possible today across portions of the Plains. The Science and Operations Officer (SOO) is the top research position at every field office.

The SOO's functions:

- Make sure the office personnel are trained and current on all weather, climate, forecasting, and system features 

- Responsible for all the latest science technologies and services are provided to the public, meteorologists, and Emergency Managers (EMs)

- Scheduling, recording and personnel for training and personal improvement

- Recruit new hires and new interns

- Fill in as a forecaster if needed
