Overview

Tropical Storm Fay developed on the afternoon of 9 July 2020 off the Carolina coast.  With high pressure to the north and northeast and an approaching shortwave trough in the northern U.S., steering flow for Fay was to the north.  During the early morning hours of 10 July, torrential rainfall moved into southern Delaware as an intense rainband to the north of Fay migrated near and off the Mid-Atlantic coast.  Rainfall of 3 to 7 inches occurred in Sussex County, DE, where several reports of flash flooding were received.  The rainband continued northward along the New Jersey coast, producing widespread flooding on the barrier islands and nearby inland areas of the Jersey Shore.  During the midday hours, a deformation band developed on the northwest side of the system and nearly stalled between Dover, Delaware, and Trenton, New Jersey.  Widespread 3 to 5 inch totals occurred in these areas, with flash flooding reported in the Philadelphia metropolitan area.  Frankford Creek in Philadelphia reached moderate flood stage (the second time in a week following the flash flood event of 6 July).  Meanwhile, gusty winds occurred in much of the area, with numerous reports of tree and power line damage, especially near the coast.  Tropical storm force winds were reported on the immediate coast in several locations, especially in Sussex and Cape May Counties.  Fay made landfall between 20-21z on 10 July just to the northeast of Atlantic City and quickly moved into southeastern New York by the late evening hours.

Figure 1: KDIX radar reflectivity factor valid at 1140 UTC 10 July 2020. At this time, a band of torrential rainfall was affecting coastal portions of Delaware and southern New Jersey. The warm rain processes associated with tropical cyclone rainfall yield fairly innocuous reflectivity values even in the heavier bands, but the areas of yellow and orange (greater than 40 dBz) represent rainfall rates generally in excess of 2 inches per hour. Figure 2: Same as Figure 1 valid at 1503 UTC 10 July 2020. By this time, the heaviest band of rain was expanding into the region’s urban corridor. The center of Fay remained well offshore to the south of New Jersey at this time, but its rainfall was continuing to spread further north of the center, typical of tropical cyclones moving into the mid-latitudes. Figure 3: Same as Figures 1 and 2, valid at 2021 UTC 10 July 2020. This was near the time of landfall of Tropical Storm Fay near Brigantine, New Jersey. A trained eye may recognize the center of the storm in this image, with a semi-circle of low reflectivity values surrounding the center near Brigantine. However, it is a subtle signature, and the heavy rainfall was displaced well north and west of the center at the time of landfall.

Figure 4: KDIX radar reflectivity factor (top left), storm relative velocity (SRM; top right), correlation coefficient (CC, bottom left) and differential reflectivity (ZDR; bottom right),) for the 0.5 degree elevation angle valid at 1233 UTC 10 July 2020. A rotating, mini-supercell storm with a velocity couplet in the SRM data is seen off the coast of New Jersey. Landfalling tropical cyclones sometimes produce tornadoes, but while rotation was seen in offshore cells multiple times as Fay approached, no storms with noteworthy rotation ever made it over land, and no tornadoes occurred. Figure 5: KDOX radar reflectivity factor (top left), one hour dual polarization radar rainfall estimate (top right), dual polarization radar instantaneous precipitation rate (bottom left), and dual polarization storm total precipitation estimate (bottom right) valid at 1147 UTC 10 July 2020, near the time of the image in Figure 1. Torrential rainfall is seen over coastal Delaware. By this time, KDOX radar was already estimating storm totals of over 4 inches of rain on portions of the Delaware coast. A large area of estimated instantaneous rainfall rates in excess of 2 inches per hour is seen, locally in excess of 4 inches per hour. Figure 6: Multi-Radar Multi-Sensor (MRMS) 24 hour radar estimated rainfall valid at 0600 UTC on 11 July 2020. This encompasses the entirety of Fay’s rainfall in the region. Radar estimates were generally good closer to the center of the storm near the coast, where some storm total estimates in excess of 5 inches are seen. However, estimates further inland, in areas with poorer low level radar coverage, were generally too low due to radar beams overshooting higher reflectivity values at lower elevations, a common problem in warm-rain dominated systems.
