Cindy Elsenheimer is the Partnership Engagement Lead for the NWS’s Office of Organizational Excellence, leading our efforts to implement the NWS Partnership Strategy and building on the momentum of developing key partnerships across the weather enterprise with the NWS.

Cindy has more than 10 years of federal service for the NWS, beginning in 2010 as a Meteorologist within the Federal Aviation Administration’s Center Weather Service Unit (CWSU) in Hampton, GA. Cindy has worked at NWS Weather Forecast Offices in Amarillo, TX and Jacksonville, FL as Meteorologist and Lead Meteorologist, respectively. From 2018-2021 Cindy was an Emergency Response Specialist at the NWS Southern Region Headquarters Regional Operations Center and, most recently, the Meteorologist-in-Charge at the CWSU in Fort Worth, TX. Before joining the NWS, Cindy was the State Meteorologist for the State of Alaska where she issued air quality forecasts and participated in air quality field projects.

During Cindy’s diverse professional career, she has created strong partner engagements with a variety of NWS partners. These have ranged from tribal government members of Alaska Native Organizations to emergency managers in rural counties to broadcast meteorologists to United States Coast Guard and Federal Aviation Administration senior leadership. Cindy has learned that building strong relationships while taking the time to understand partners’ challenges, providing them with structured solutions to address their challenges and suit their needs, and fostering consistent communication creates successful partner engagement. Cindy has a B.S. degree in meteorology from Northern Illinois University and a M.S. degree in meteorology from the University of Hawaii.
