Office of Organizational Excellence (OOE) leads strategic development, thinking; and planning for the NWS; supports the people of the NWS through the establishment of learning, employee engagement, and organizational health and improvement programs; creates connections through partnerships; and support the future of the NWS by leading and enabling transformational change.

Strategy
Understand the forces and factors influencing the NWS. Manage a change framework that enables the agency to meet the increasing demand for weather, water, and climate services.

External Engagement
Execute a NWS partnership strategy that builds and sustains relationships across the weather, water, and climate enterprise to achieve the vision of a Weather-Ready Nation.

Employee Engagement
Promote and support a healthy, high-performing work environment throughout a transformed workforce, with continuous learning, collaboration and engagement across the National Weather Service.

Governance
Continuously improve the policies and procedures that guide Headquarters and Field functions. Ensure the organization is meeting its science, service, and workforce needs now and in the future.
