 Hurricane Sandy  - October 29, 2012
 

Hurricane Sandy was the 18th named tropical cyclone of the 2012 Atlantic hurricane season (June 1 - November 30). Sandy formed in the central Caribbean on October 22, 2012 and intensified into a hurricane as it tracked north across Jamaica, eastern Cuba and the Bahamas. Sandy moved northeast of the United States until turning west toward the middle Atlantic coast on the 28th. Sandy transitioned into a post-tropical cyclone just prior to making landfall near Atlantic City, NJ on the evening of Ocotber 29, 2012.  What Has Changed Since Sandy?
 
 

What is the NOAA/NWS response to the growing challenges we face after Sandy? To continue building a Weather-Ready Nation, four pillars of sucess have been identified: Computation and modeling, research, observations, and people. The following changes to NOAA/NWS products and services described below are underway to meet these four pillars.

 
 
 

Storm Surge Watches and Warnings: Beginning with the 2017 hurricane season, the National Weather Service is issuing storm surge watches and warnings to highlight areas along the Gulf and Atlantic coasts for the continental United States that have a significant risk of life-threatening inundation from ongoing or potential tropical cyclone, subtropical cyclone, or a post-tropical cyclone. Inundation Mapping and Interpretation: All storm surge forecasts are now given in water levels (in feet) above ground level in an effort to improve understanding and interpretation. A Potential Storm Surge Flooding Map is a new operational product that depicts the risk assoicated with coastal flooding from storm surge associated with tropical cyclones. These maps were developed over the course of several years in consultation with social scientists, emergency managers, broadcast meteorologists, and others. The maps show geographic areas where inundation from storm surge could occur, and the heights, above ground, that water could reach in those area. The data takes into account forecast uncertainty in the track, intensity, and wind field of the tropical cyclone. The values are a reasonable worse cast scenario using storm surge values that have a 1 in 10 chance of being exceeded at each location. Click HERE for more information

Total water level forecasts: Hydrographs are now available on our website within the National Water Prediction Service (NWPS) that include total water level forecasts for National Ocean Service (NOS) tidal gauges in our area. During Sandy, all that was displayed was observational data on the hydrographs. Now a forecast is also included with the observations.

GOES-16: NOAA's new Geostationary Satellite, GOES-16, was launched into orbit on November 19, 2016. The new satellite will improve hurricane track and intensity forecasts with its increased spectral channels and greater spatial and temporal resolution. Despite not being operational yet, data from the satellite has proven vital to forecast operations during the 2017 Hurricane season. As Hurricane Maria was making landfall on Puerto Rico on September 20, 2017, NWS Doppler Radar in San Juan became damaged and was out of service. NWS Doppler Radar is critical to providing detailed information on hurricane wind fields, rainfall, and storm position and movement. Forecasters were able to utilize data from GOES-16 to track the storm in real-time. Click HERE for more on the GOES-16 satellite.

 
 
 
 

Hurricane Forecast Improvement Program (HFIP): This coordinates hurricane research needed to significantly improve guidance for hurricane track, intensity, and storm surge forecasts. The goals of HFIP are:

  • Improve accuracy and reliability of hurricane forecasts by reducing average errors of track and intensity by 20% within 5 years and 50% in ten years
  • Extend lead time for hurricane forecasts with increased certainty.
  • Increase confidence in hurricane forecasts.
Forecasts of higher accuracy and greater reliability are expected to lead to improved public response, including savings of life and property. An experimental website has been developed to view some of this data. This site is not for official use. Please consult the National Hurricane Center for official information.

 

 
 

Other changes to National Hurricane Center Products and Services

 
 
 
 
  • Tropical cyclones becoming post-tropical cyclones: One of the challenges associated with Hurricane Sandy in 2012 was the forecast transformation of the storm from a tropical cyclone to a post-tropical cyclone prior to landfall. The national tropical cyclone policy in place in 2012 required any hurricane watches or warnings to be discontinued at the time when Sandy became post-tropical. Effective since June 1, 2013, watches and warnings can be issued or remain in effect after a tropical cyclone becomes post-tropical. In the image below, Tropical Storm Jose transitioned to a Post-Tropical cyclone, but tropical storm warnings remained in effect for portions of New England despite this transition.
     
     
  • Forecasts and watches/warnings can now be issued for potential tropical cyclones: A potential tropical cyclone is a disturbance that is not yet a tropical cyclone, but one for which the NHC can now issue tropical cyclone watches or warnings effective June 1, 2017. This change was made because the potential tropical cyclone poses a threat of bringing tropical storm or hurricane conditions to land areas within 48 hours.
     
     
  • Arrival Time of Tropical Storm Force Wind Graphics: Since June 1, 2017, the National Hurricane Center has been producing earliest reasonable and most likely arrival time of tropical storm force wind graphics with their advisories. These graphics can be viewed with just the arrival times or combined with the wind speed probabilities.
  • Forecast Cone Graphics Now Include Initial Wind Field : Since June 1, 2017, the National Hurricane Center has now included the option to view the forecast cone of uncertainty graphic with the initial wind field. Including the initial wind field shows that potential impacts can be felt outside of the cone of uncertainty and where the center of the storm is forecast to pass.

The track of Sandy resulted in a worse case scenario for storm surge for coastal regions from New Jersey north to Connecticut including New York City and Long Island. Unfortunately, the storm surge occurred near the time of high tide along the Atlantic Coast. This contributed to record tide levels.

  • The maximum water level, or storm tide, is the sum of the astronomical tide level and storm surge.
  • For the purposes of the tables above, the maximum water level was the highest water level recorded at the designated gauge. The astronomical tide level was the predicted tide level for the time that the maximum water level was measured. The storm surge was calculated by subtracting the astronomical tide level from the maximum water level.
