An area of low pressure along the coastline of South Carolina Thursday Morning December 22nd, lifted northward to west of Wilmington, NC by afternoon. Moisture associated with this storm system, and a coastal front which moved inland as a warm front brought areas of moderate to at times heavy rain to our area. This rain was beneficial with much of Eastern North Carolina in moderate drought conditions. A general 1 to 3 inches of rain fell in areas such as Stella, Cape Carteret northeast through New Bern, Morehead City, and northeast through Oriental, and much of the Outer Banks. Farther to the west and south, closer to Greenville, and Jacksonville, amounts decreased rapidly to under an inch. The northeast to easterly winds ahead of this system did cause some minor water level rises up the Neuse, Pamlico and Pungo Rivers, along with much of Down east Carteret county (off the Pamlico Sound), and along the shores of Bogue Sound.
This storm system continued to move north and eventually would merge with a much stronger low moving through the Great Lakes. Eventually, this area of low pressure rapidly deepened to 970 MB by Friday evening (23rd), and would eventually impact much of the county with an abrupt change to wintry conditions. Much of the headlines peaked Friday night through Sunday as blizzard conditions occurred over much of western and northern New York State, with dramatic impacts near Buffalo and Watertown, NY.
For our area this storm system dragged a cold front across the state, and through our area by mid Friday morning. While we woke up to 50s and 60s Friday morning, Boone, NC was seeing snow behind the front. With the frontal passage we experienced widespread wind gusts between 50 and 60 MPH, with some gusts over 60 MPH along the coast. Many hours of these strong winds caused scattered power outages across much of Eastern North Carolina. Winds behind the front shifted quickly into the west, and a duration of 6 to 12 hours of strong winds pushed water out of the eastern sounds and rivers (blowing the water out), in places such as Washington and Edenton. Meanwhile at the eastern ends of the sounds, water quickly began to rise by midday Friday, with coastal flooding peaking Friday afternoon and evening. Flooding of 2 to 3 feet above ground level was reported in places such as Manteo, along Highway 64 across the Roanoke Sound, Kitty Hawk, Southern Shores, Kill Devil Hills, and Hatteras Island.
Cold air deepened across our area Friday night, with low temperatures falling into the middle to upper teens away from the beaches by Saturday morning (Christmas Eve morning). While the wind had diminished from the peak values Friday, we still had enough wind around first thing on the morning of the 24th to produce wind chills values ranging from just below zero, to the single digits. It was plenty cold enough across the Outer Banks to freeze any standing water leftover from the coastal flooding the day before. Cold air stuck around for the rest of the weekend into early the following week. Lows Christmas morning and again on December 26th were again in the teens, especially away from the beaches. The coldest values occurred on the morning of the 16th with a 7 degree reading in Pocosin Lakes and 10 in Kenansville.

Coastal Flooding

Coastal flooding can be a frequent occurrence along the coast of North Carolina. The event a few days before Christmas in 2022 was a reminder that flooding does not always have to occur with a coastal storm, tropical cyclone or even a Nor'easter. This event was a good illustration of how a shift in wind direction behind a cold front can cause issues just as easily. This event also showed how when these wind shifts occur with a sustained period of strong winds, the shallow nature of our sounds can have dramatic impacts on the surrounding shorelines.

The above graphic is an illustration of how very strong and long duration WESTERLY winds behind the cold front on Friday December 23rd, lowered water levels at one end of the sounds, while raising them at the other. A wind shift followed by strong winds of durations longer than 4 to 6 hours is usually enough to cause water level rises over much of our area. The red areas on the map show where the water levels were lower than normal. The green areas mark where water levels were higher than normal and in most cases, coastal flooding of 2 to 3 feet above ground was reported.
While flooding tends to be the highest impact in these situations, it is important to note that low water can also cause navigation issues as well when the water "blows out" of local rivers and sounds. The red areas on the map above show the areas impacted by low than normal water levels due to the strong westerly winds.
The river gauge along the Pamlico River at Washington was one of the best depictions of both higher and lower than normal water levels based on the wind direction. On the far left part of the graph, water levels approaching 4 feet are shown on Thursday evening. This is due to strong easterly winds which funneled up the river and caused the water level to rise. With the frontal passage Friday (late morning), winds quickly veered into the west and increased. This pushed the water back out of the rivers and it was strong enough to cause the water level to drop to -1 feet by Friday evening. Eventually as winds diminished normal values of around 2 feet occurred over the weekend.
Rough conditions on the waters due to strong winds Friday cause all of the ferry routes in our area to be close for a portion of the day.
Wind Reports
Strong tropical storm force winds (50 to 60 MPH) were common across our area Friday with the passage of the cold front. This was enough to cause scattered power outages over much of the area and was of greater concern due to the impending colder weather expected by Friday night.

Low Temps
Behind the front temperatures were in the teens, especially away from the beaches, starting Christmas Eve Morning (24th) and lasting for three straight mornings. With some scattered power outages lingering into Saturday, this caused some issues with regards to homes not having a source of heat with afternoon temperatures near or just below freezing for an extended period of time. While extended periods of below freezing temperatures aren't unheard of in this area of the country, what made this event noteworthy was how early in the winter season it occurred. It was one of the earliest such outbreaks in over 10 years.

Wind Chill
Enough wind lingered into early Saturday morning, that wind chill values were below zero in some spots, with a widespread area of single digit values Saturday morning. Luckily the wind subsided after Christmas Eve Day, with wind chills no longer an issue for the rest of the weekend.
