A strong and slow-moving storm system brought waves of rainfall...heavy at times...to the 
bi-state area between Sunday night November 15th and very early morning on Wednesday November 
18th, 2015.  The heaviest rainfall for most areas occurred on Tuesday afternoon and evening 
the 17th, where rainfall rates approached 1"/hour.  The heaviest rainfall observed during 
this event was across central and south-central Missouri...mainly south of the Missouri 
River. In some of these areas as much as 5-7 inches of rain was recorded.  Elsewhere, 
rainfall amounts were generally on the order of 2-4 inches, with the exception of portions 
of south-central Illinois and northeastern Missouri where 1-3 inches was observed.
