- The data is a polygon shapefile. The number of polygons match the number of zones in the dataset so it is assumed that there are no polygons that are too small.

- The latitude and longitude in the area descriptions were used as polygon control points. Using ArcView, a polygon was drawn to the shoreline of the states overlapping the shoreline. The overlap was 'subtracted'' from the shoreline. The zone polygons were then saved as a separate shape file.
