Overview
During the afternoon and evening of July 8, 2019, strong to severe thunderstorms produced heavy rain and wind damage across portions of eastern North Dakota and west central Minnesota.
Wind Reports:
Damaging wind gusts were the main threats with strong to severe thunderstorms in this event (in addition to heavy rainfall), although isolated hail was reported with some storms. Thunderstorm wind gusts damaged trees and structures across parts of the region.

Rainfall Reports:
Heavy rain led to urban flash flooding in the Fargo-Moorhead-Dilworth area where 2-3 inches of rain fell in within two hour period. Flooded roads were reported in Fargo near NDSU, in north Moorhead, along 25th Street South, and several other locations. Law enforcement reports that sewers backed up in Dilworth and a few dozen cars were stalled or stranded on roads due to high flood waters covering the streets in parts of the Fargo-Moorhead metro.

Environment:
An upper level jet at 300 mb (not shown) was located from central North Dakota into southern Manitoba with the right entrance region over eastern North Dakota. Stronger winds were also noted at 500 mb. A low level theta-e ridge preceded a cold front over northeast North Dakota where 850 mb dew points were in the 60s.

A cold front moved into northeast North Dakota with good low level moisture convergence. Mixed-layer CAPE values ranged from 2500 to 3500 J/kg (or larger) in the low level theta-e ridge. Downdraft CAPE values ranged from 1000 to 1200 J/kg east of the surface boundary with strong winds expected from the storms.

Twenty-five to 30 knots of prefrontal wind at 925 mb provided good low level transport north towards the frontal boundary. Bulk shear was fairly low ahead of the frontal boundary which would aid in the gusty winds with a linear storm mode anticipated. Locally heavy rainfall would also be expected with precipitable water values around 1.8 inches (not shown).
