The combination of the Pre-Helene rainfall and tornado event on the 26th followed by the arrival of Helene during the early morning hours of the 27th dominated the weather for the month. Locally heavy rainfall led to Flash Flooding and River Flooding across the Midlands and Central Savannah River Area. Helene produced 21 tornadoes across South Carolina, with all of them rated at a category of EF-0 to EF-1. Helene produced significant wind damage across the CSRA and western Midlands. The resulted in homes and businesses being completely destroyed or damaged. Wind gusts, based on several damage surveys, indicated winds as high as 70 to 100 mph over this portion of the region. The duration of the strong winds produced power outages that lasted from hours to weeks across the region. At one point there were 1.4 Million customers without power across South Carolina, just over 1 Million customers without power in both North Carolina and Georgia. Flash flooding and river flooding affected many locations across the Midlands, but especially along the Congaree River, Wateree River, Gills Creek, Eight Mile Branch, Pen Branch, Forest Acres, Cayce and portion of Columbia. Rainfall totals from Helene ranged from 1 to 3 inches across the eastern half of the Carolinas and coastal Georgia. A narrow but intense south to north strip of heavy rain across central South Carolina that ranged from 4 to 10 inches. The heaviest rain fell along the Central Savannah River Area, the Upstate of South Carolina, east-northeast Georgia, along with central and western North Carolina. 48 Hour rainfall amounts ranged from 6 to 12 inches with the Blue Ridge Escarpment and highest peaks of the southern Appalachians receiving amounts from 12 to 30 inches. All of the damage reports are too numerous to mention in this summary. Nearly all of the river forecast points across the Midlands and Central Savannah River Area reached Major Flood Stage with one point reaching the highest on record.
