Heavy Snow and Strong Winds Across the North-Central U.S.; Heavy Rain and Flash Flooding in American Samoa and Puerto Rico

In Wayne County, witness reports corroborated vehicular traffic
being affected by a very brief tornado touchdown in the Town of
Wolcott. Because of no tree damage nor property damage, this was
rated as an EF-Unknown. Additional surveying of the area will be
done on Friday.

In Oswego County, hardwood trees were downed across County
Road 17 in the Town of Redfield. This corroborated with a debris
ball confirmation from the KTYX radar and was confirmed by the
Redfield Town Supervisor and Oswego County Emergency Management.
Aerial imagery indicated only minimal tree damage to the
northeast of this location. The entirety of the track of this
tornado other than along County Road 17 is inaccessible, so tree
damage is the only known damage indicator, hence the tornado was
rated as EF-1 based upon hardwood tree uprooting and snapping.
