POST TROPICAL CYCLONE REPORT...HURRICANE CHARLEY
NATIONAL WEATHER SERVICE. NEWPORT/MOREHEAD CITY NC
205 PM EDT TUE AUG 17 2004

CHARLEY MADE LANDFALL AS A CATEGORY ONE HURRICANE NEAR MYRTLE BEACH 
DURING THE MORNING HOURS OF AUGUST 14TH. CHARLEY WEAKENED TO A 
STRONG TROPICAL STORM WITH MAXIMUM SUSTAINED WINDS OF 70 MPH AS IT 
RAPIDLY MOVED ACROSS THE COASTAL PLAINS COUNTIES OF EASTERN NORTH 
CAROLINA DURING THE AFTERNOON HOURS.  HIGHEST WINDS AND LOWEST 
PRESSURES ARE INDICATED FOR THIS DATE. DOPPLER RADAR RAINFALL 
ESTIMATES AND ACTUAL STORM TOTAL RAINFALL MEASUREMENTS ARE FROM A 12 
HOUR PERIOD ENDING AT 8 PM AUGUST 14, 2004.

D. STORM TIDES

STORM SURGE WAS MINIMAL WITH THE HIGHEST VALUES OCCURRING DURING THE 
AFTERNOON HOURS OF AUGUST 14TH. THE HIGHEST ESTIMATED SURGE VALUES 
ALONG THE COAST WERE ACROSS THE ONSLOW COUNTY COAST, AND ACROSS 
BOGUE BANKS IN CARTERET COUNTY WHERE 2 TO 3 FEET SURGES WERE 
ESTIMATED. WATER LEVELS ROSE UP TO 2 FEET ACROSS THE LOWER REACHES 
OF THE NEUSE AND PAMLICO RIVERS, AND ACROSS PORTIONS OF THE OUTER 
BANKS.

E. BEACH EROSION

MINOR BEACH EROSION OCCURRED ALONG THE COASTAL SECTIONS OF EASTERN 
NORTH CAROLINA AS A RESULT OF THE COMBINATION OF 2  TO 3 FEET 
SURGES, AND LARGE WAVES OF UP TO 8 FEET ON THE IMMEDIATE COAST, 
ESPECIALLY ACROSS THE SOUTHERN FACING BEACHES.  


F. FLOODING AND/OR FLASH FLOODING 

OUTER RAINBANDS OF HURRICANE CHARLEY BEGAN AFFECTING EASTERN NORTH 
CAROLINA DURING THE MORNING HOURS OF AUGUST 14TH. HEAVY RAINFALL 
CONTINUED THROUGH THE AFTERNOON AS TROPICAL STORM CHARLEY MOVED 
ACROSS THE COASTAL PLAINS. A FLOOD WATCH WAS ISSUED FOR THE AREA 
DURING THE MORNING OF AUGUST 13TH, AND CONTINUED THROUGH THE EVENING 
HOURS OF AUGUST 14TH. FLASH FLOOD WARNINGS WERE ISSUED FOR SEVEN 
COASTAL PLAINS COUNTIES INCLUDING: DUPLIN, JONES, LENOIR, ONSLOW 
PITT, GREENE, AND MARTIN. DOPPLER RADAR STORM TOTAL ESTIMATES AND 
ACTUAL  OBSERVATIONS INDICATED A LARGE AREA OF 4 TO 6 INCH RAINFALL 
AMOUNTS ACROSS THE COASTAL PLAINS COUNTIES WHERE FLASH FLOODING WAS 
REPORTED ACROSS FIVE OF THESE COUNTIES.  

G. TORNADOES

TORNADO WATCHES, ISSUED BY THE STORM PREDICTION CENTER, WERE IN 
EFFECT FOR EASTERN NORTH CAROLINA ON THE 14TH. FIVE TORNADOES WERE 
REPORTED ACROSS EASTERN NORTH CAROLINA MAINLY DURING THE AFTERNOON 
HOURS. TORNADOES ASSOCIATED WITH CHARLEY WERE REPORTED IN ONSLOW, 
PITT, MAINLAND HYDE, TYRRELL, AND OUTER BANKS DARE COUNTIES.

H. PRELIMINARY STORM EFFECTS

WIND, TORNADOES, AND FLOODING CAUSED THE MOST SIGNIFICANT DAMAGE 
ACROSS EASTERN NORTH CAROLINA, ESPECIALLY ACROSS THE COASTAL PLAINS 
COUNTIES, AND OUTER BANKS DARE COUNTY. 60 TO 70 MPH WIND GUSTS AND 
ONE WEAK F0 TORNADO RESULTED IN MOSTLY MINOR TO MODERATE DAMAGE TO 
171 HOMES AND BUSINESSES IN ONSLOW COUNTY, WITH DAMAGE ESTIMATED AT 
6 MILLION DOLLARS.  AN F1 TORNADO RESULTED IN DAMAGE TO SEVEN CONDOS 
AND SEVERAL HOMES IN KITTY HAWK IN DARE COUNTY CAUSING AN ESTIMATED 
500,000 DOLLARS IN DAMAGES. DUPLIN COUNTY REPORTED 10 TO 20 PERCENT 
OF THEIR CROPS DAMAGED FROM THE STORM. LENOIR COUNTY REPORTED THAT 
MOST OF THEIR DAMAGE WAS RELATED TO FRESH WATER FLOODING.  DOLLAR 
DAMAGE ESTIMATES WERE NOT AVAILABLE FOR DUPLIN AND LENOIR COUNTIES 
AT THIS TIME. 40 TO 60 MPH WINDS WERE REPORTED ACROSS THE REMAINDER 
OF THE AREA WITH MINOR STRUCTURAL DAMAGE REPORTED. DOWNED TREES AND 
POWER LINES RESULTED IN SPORADIC ELECTRICAL POWER INTERRUPTIONS. NO 
INJURIES OR FATALITIES HAVE BEEN REPORTED IN  EASTERN NORTH 
CAROLINA.  STORM SURGE AND BEACH EROSION WAS MINOR AND OCCURRED 
MAINLY ACROSS COASTAL SECTIONS OF ONSLOW AND CARTERET COUNTIES, AND 
THE LOWER REACHES OF THE PAMLICO AND NEUSE RIVERS.
